It is not desirable for Rotational Style Dies to stop during the Speed Match portion of the stroke.

When the Rotational Stop Velocity is non-zero the controller has two speed logic to prevent turning of the material motion outputs until the die has exited the material. This logic is active during Coast to Stop. However, when the last item in the controller was completed, or the shear queue was empty, the controller was setting the run mode to Halted, completely by-passing this logic.
