XL2OL; Remote Display DIP Switch 9 not configurable on V3 Open Loop Controllers

SCN 2921 added 16 more DIP switches to the V4 controller. Some of the restructuring made during this change mistakenly caused DIP switch 9 for the Remote Display to be invalid for the Open Loop controller models.
