XL2; SERCOS not going to Phase 0 when Fiber cables disconnected.

If a class 1 fault was detected, the SERCOS code no longer responded to a loss of fiber connection or drive power cycles.
This was found after fixing the issue with E-Stop faults in SCN 4156. The code that tests for class 1 faults needed to consider a loss of Fiber Optic connection as a higher priority fault.
