There was a language validation test that made sure the master copy of the language selection was good. However, it also forced the backup copy to be changed as well. This created a situation where the backup copy could not be used, even if it was good. This could cause uneccessary memory clears due to Configuration Changes.

This is was an unlikely, but possible scenario that we wanted to fix, in case it is happening in the field.
